change/add flag for Galician and Basque language

## The problem

Entries (like for example publishers) in Galician and Basque don't have their own flag, but the Spanish for Galician (see: PUBLISHER!6077) or none for Basque (see: PUBLISHER!6130), but Catalan does have their own flag (see: PUBLISHER!4657).

## The idea

If possible, add flag for Basque language and change flag for Galician to Galician flag just like with Catalan.

I took a screenshot of the publishers mentioned above as examples and edited it how I mean:

There are almost no entries in Basque and Galician, so I can understand if it's unnecessary to change. Alternatively, just add the Spanish flag for Basque too (so that it at least has a flag) and leave Galician with the Spanish flag as it is now.
