Move publishers and links above tags for series entries

Considering Improvement Website UI / UX
## The problem
See what publishers and external links are in the series metadata
## The idea
Keep the publication information (pubs, chapters/vols, staff, dates, potential future serialization information, etc.) together, and the links (upstreams and added links) together.
Also eliminates some of the dead space in the current design, at least on displays wide enough to have the description by the cover that don't have super long descriptions.
## Today
Scroll past the tags to see useful publication information.
