A multi-talented man named Godai Yusuke gains the power of the ancient warrior "Kuuga", and with the help of officer Ichijo Kaoru, fights the murderous monsters known as the Grongi, in order to save humanity. However, things start to turn twisted when another Kuuga-like entity appears, and the police decide to build their own anti-Grongi suit. A brand new retelling of events from the Tokusatsu Dramas *Masked Rider Kuuga* and *Masked Rider Agito*.

The story, set in the United Kingdom in 1901, centers on a photographer. In the first chapter, the photographer is on his way to deliver a finished portrait to a client when he encounters a flying object from Mars. Then, an ugly Martian appears from the craft.
