Shinogawa Hiroshi dropped out of school after being inspired by delinquents like Iguchi Tatsuya who live by their own rules and who speaks with his fists if anyone opposes him. He attempts to drink his problems away but finds himself locked up in a detention center. At the detention center the man meets a deliquent (Onizuka) who has an uncanny knack for comedy. Thus a new manzai duo is created!
