Edo, 1855, in the Hill of the Three Hundred district: Japan's isolationist foreign policy has been lifted, and the era of the Bakumatsu has begun. The samurai Ibuya Manjiro, 26 years old, has just begun his career as low-ranking retainer to the minor daimyo Lord Matsudaira. Tezuka Ryoan, 29, a disciple of Dutch medicine, has just been accepted as a student at Teki Academy in Osaka. Each has a temper to go with his talent, and in a time of brewing upheaval the two are not slow to find trouble, which brings them together in spite of their mutual dislike. The typical Kochikame plot involves Ryo-san coming up with a money-making scheme by inventing a new gadget or capitalizing on a fad, achieving great success, calling on Nakagawa's help as things turn sour, and finally losing it all as the fad runs out of steam or out of control. While the plots are gag-driven, much of the humor comes from the juxtaposition of mundane characters with the bizarrely incongruous (Nakagawa's wealth, Maria's appeal, everyone's lack of actual police work), most of which is never explained or rationalized in the slightest. Having joined the work force after his days of being a sumo wrestler, Hitoshi finds himself rapidly climbing the corporate ladder. However, not long after he is assigned to South America, Director Yabushita suddenly resigns from the company. Apparently he was involved in a scandalous affair with a woman, and forced to leave after news of the affair had leaked out. This severely affects Hitoshi as he is then demoted and transferred to a different location in South America. Can Hitoshi make a name for himself in a dangerous land, working together with the people that know him as the "Gringo"? She is saved by the sword master Jimba, and flees to the wilderness. In the meantime, mysterious Tanbara Gai musters the forces of the people of Kukurit in an attempt to overturn Guroman's control.
