Members of the Post War Administration Bureau (P.W.A.B. for short) - the secretive organization responsible for many events in the games - serve as the antagonists of the story. Characters from the games, such as Sol, Ky, Axl, Potemkin and Kliff, also appear, albeit with relatively minor roles.
It's a story about retaliation and deals with the corruption of the Japanese police and how it puts people in danger. Mizuki, who's father is a police, falls for the new teacher and starts a relashionship. But her teacher seems to be connected to her father in some way...
