The story is set in a near-future Japan suffering from a widely spreading drug called "Dope." The novel centers on Saiki Yuuto, a rookie officer in the government's narcotics agency who signed up because he lost his mother to Dope as a child. He is assigned to the agency's secretive Special Investigations unit, and there paired up with Jinnai Teppei, solving Dope-related narcotics crimes together.
