The Pied Piper

Mysterious crime cases. Mysterious deaths.
Lee Ji-Ran, a detective, fails to catch his most wanted criminal. The criminal walks purposely into the road and gets hit by a truck, which leads to his death. After the incident, an agent comes up to Ji-Ran and asks him, if a pied piper was seen on the crime scene. Is this the doing of the so-called "Pied Piper"?
