This is a fantastical story which revolves around a city, where cats work as civil servants; who work to catch mice (sometimes other animals!). These cats are employed by different ministries to do their task of mice catching.

The story depicts the daily life of Noa, a high school girl with a unique personality who hangs out with the popular girls, along with her friends in the same group, Chitose and Konari.

Michihiko witnesses an incident in a classroom late at night. Since then, the thug Shinji has been hanging around the school area to investigate the incident. A frail honor student and a small-time gangster – two people of very different ages and backgrounds, but when they get to know each other, a strange friendship somehow blossoms, and Shinji’s presence becomes the only comfort for Michihiko’s immature mind and body.
