The suspense and action manga centers on the Community Safety Division of the police department, which handles all the troublesome cases. Kinpei, a new police officer fired from the criminal division because he is not good with corpses, gets transferred to the Community Safety Division. He gets teamed up with Kinojou, the division's most dangerous senior investigator. The duo probes into cases through unconventional investigations, and Kinpei eventually discovers Kinojou's "grief." The story follows Soujiro Okita, a nine year old boy. One day, he meets a mysterious man by the river. He soon after meets his friend's new father. However, during a walk, he discovers that his friend's father is the leader of a group and is planning to set fire to the village to create confusion to steal gold. While he was running to the village to warn people, he meets the mysterious man once again.

This story is set in the ancient times of Emperor Suinin (around 29 BC–AD 70). The story opens with the mythical wrestling match ordered by the Emperor, between Nomi no Sukune and Taima no Kehaya. This match is recorded in the "Nihon Shoki," one of the writings that compose the Kiki legends. Within this story, the match is ordered to determine ownership of a specific piece of land. After the match, the story continues with the effects of the outcome on those involved, such as the surviving combatant, the Emperor, the people of Izumo, and the loser's son Isachi.
