Amid this series of reunions, Birdway gives Kamijou and the others a crash course on the fundamentals of magic and warns them about a new threat that has emerged from the ashes of World War III. Meanwhile, Kanzaki takes to the skies on behalf of Necessarius to investigate a floating fortress…and discovers that it’s set to collide with Academy City! As a result, Touma Kamijou, Mikoto Misaka, Accelerator, Shiage Hamazura, Misaka Worst, and Umidori Kuroyoru head to America’s fiftieth state under the guidance of Leivinia Birdway, leader of Dawn-Colored Sunlight. But no sooner do they land at New Honolulu International Airport than Gremlin springs a surprise attack on them. Fortunately for Kamijou and company, one man has already clued in to Gremlin’s schemes and is trying to take it down himself—Roberto Catze, the president of the United States!

With Gremlin’s help, their scheme gets underway.
