Mikado Ryuugamine is just trying to pass his second year of high school peacefully, but that plan is out the window when he gets word that someone within the Dollars gang is causing trouble. Shizuo gets caught up in a violent fight between a foreigner and a mysterious zombie-masked adversary, and he sends them both flying! Coincidentally, Shizuo's brother, Kasuka, witnesses the zombie's crash landing and takes off its mask to reveal the identity of Hollywood. Hollywood is the suspect in a string of recent murders in the city...so why does star idol Ruri Hijiribe keep popping up around the incidents?! It seems Ikebukuro's as action packed as ever!

Megahit idol Ruri Hijiribe is suffering at the hands of a stalker, and his obsession with her is growing by the day. In order to see how she reacts, he becomes more strident in attacking and hurting those around her. One of the innocent (?) victims is the doctor and love of Celty the Headless Rider, Shinra Kishitani. As she clutches his wounded body, Celty loses her head with rage! (Literally.) And you just know who else is gonna show up behind the scenes…It’s Ikebukuro, after all!

As a founding member of the Dollars color gang, Mikado Ryuugamine methodically purges those unharmonious from its ranks. Kida attempts to rein in his friend's madness and begs Kadota's group of core Dollars members to leave, but they refuse. However, when calamity befalls Kadota, the spark of a new disaster catches flame…Meanwhile, in the hospital, Shinra tells Celty of his middle school days with Izaya Orihara…!

Kadota is in critical condition, and according to rumors and speculation, the fault lies with the Yellow Scarves. Meanwhile, with Shizuo Heiwajima out of Dollars, Celty is asked to become the next symbol of the group. Though she declines, Celty is flabbergasted to discover what Mikado has planned for both himself and Dollars. Both he and Kida are determined to restore their friendship—but just how far are they willing to go?

Izaya pays a surprise visit to Kadota in the hospital, only to be met with a cold reception from Karisawa and Anri. Rather than overstay his welcome, the enigmatic man leaves—though not before delivering a scathing judgment that sends Anri into a spiral of self-doubt. But Izaya quickly fifinds himself with much bigger problems on his hands as a shocking discovery plunges the media into a frenzy—Celty’s decapitated head has been discovered smack-dab in the middle of Ikebukuro!
