The story opens in a burning Berlin in 1945. The "Golden Beast", who had performed the miracle of resurrection there, was interested in a secret operation, which was being carried out in secret. The name of the operation is "Werewolf". In modern day Suwahara City, Erii Honjou has taken fond of a man named Shirou Yusa.
